Two days from now is not February 23, it's February 16. And the
everyone-else date is February 23, not February 22.

No, it's not out yet. But it will start becoming available in two more
days, on Feb 23 to MSDN and Technet subscribers. And it will become
available to everyone else on Feb 22.
